re: NASA's safety culture

I wonder what it exactly means "Nasa's safety culture"

After all, a large part of that "culture" depends on how the Shuttle was designed and this was decided and freezed a very long time ago.

If there is a safety culture problem and it can't be fixed because the Shuttle's design is flawed, then the most urgent thing to do is to ask those who can allow for the funding to be released, to start a program building a capsule and make it acceptable and worth it.
