Looks to me like US intelligence has been inept (or deliberately exaggerating?) for a lot longer than the current administration's been in office. No surprise there - they're entrenched bureaucrats, no less than other career Federal employees.
Bosses come and go, but the same grunts man the trenches... chances are, they didn't only start screwing up in January of 2001.
