How long does it take a puny amount of bacteria placed in a fermentation tank to divide, and divide again until the tank is filled with bacteria?
So even a puny amount is extreemly dangerous, and could by itself constitute the basis for a biological weapons program.
The "tiny vial" is the smoking gun. It is the evidence that you claim does not exist.
