That's my bet as well...
A low level Army Public Relations officer probably did this out of his own initiative. My guess is that he has already been scoulded and reassigned. To claim that something like this would have been initiated at the Presidential level is quite naive. The "letters form Iraq" must be causing the media some concern, otherwise they would not have run this story.
