How can you even compare the two? From deep space missions, to recent 7,000 mph planes to build, to extensive research in all fields known to man NASA space projects would surely out way a country who just now sent a taikanaut in a one day orbit for the first time. I don't think China has even sent a satellite up yet.
I doubt China will let L/M get involved with there seemingly independent space program and stick with the Russian's advice. Who knows the Russian's might have learned something from the Chinese modifying there designs.
Give NASA more money!
