Maybe the UN could issue a card to all humans on their date of birth.

What? The UN couldn't handle the task?

Come on, how hard could it be to have all new births reported to the UN? In this age of computers and the internet it should be quite simple.

Anyway...It would solve the Mexican and other immigration problems, as all those entering the US illegally would be clearly identifiable as Mexican (or whatever country they are escaping)...Then we could track down and stop those who are stealing jobs from the hard working American Union laborers.

We could require that this Univerasal ID Card be presented any time a paycheck is cashed and/or recieved, and we could even require that it be presented before any economic transaction takes place: It would be a wonderful way to track economic activity and levy taxes. We could then find out, down to an individual level, who is using too much of the world's resourses...And they could be taxed appropriately. In fact, a $.50 fee per transaction would probably be enough to cover the UN and any other overhead to make the program work.
