Who are the consumers? What kind of generating stations produce the power?

It won't make much difference to Iraqi citizens if the increased electrical output is being produced by mobile diesel stations to be used by American military installations.

If, on the other hand, we are talking about new and repaired permanent generating stations and lines currently supplying civilian homes and businesses, that's very good. If we are talking about new permanent generating stations that will soon be available to civilian homes and businesses, that's almost as good, though not quite. If we are talking about temporary deisel stations being used to power essential civilian services such as hospitals, that's an adequate stop-gap, but still not enough.

The number without the rest of it is meaningless.
