The implication was not that the deaths were trivial as you imply he meant, but rather that Iraqis themselves are having an impact on mitigating the impact of these attacks. In the larger scheme things are still going downhill based on the number killed, but Iraqi involvement suggests we may be turning the corner. We can't turn the corner with US troups. We will only turn the corner when Iragis can take over security for themselves.
