Based on what I have heard from the people framing the government, they have in mind States that would reflect the ethnic differences. Perhaps more federalist than the present EU but more autonomous than the US States.
I am not sure how the Iraqis would take to dividing the country into separate sovereign nations. I am sure the Kurds would like it but the rest I am not so sure.
Turkey would probably not like a Kurdish state on their border.
