In all the work I have seen on military laser weapons, the goals have been destruction of missiles, incoming artillery shells(!), and armored vehicle. If the goal were to simply blind the opposition, and to hell with the Geneva conventions, it would be a lot cheaper and more effective to use mustard gas.
Certainly someone getting in the way of one of these weapons would be blinded. He would also be vaporized.
