It shows that they are purposeful and making extra effort to meet and check off each and every regulatory requirment for their vehicle design. The regulations are the only drawback about hardware which, if functional, will instantly convince everyone that "it works". If you write computer simulations instead it is much harder to convince people of the same thing, even if the design is good. I wish there was a similar checklist for software.
