The idea behind Homeland Security, NorthCom, and the like is to consolidate the missions of dozens of federal agencies. There's so much idiotic bureaucratic waste, infighting, duplication of effort and turf wars to make anyone want to puke. To take but one example, how many federal agencies do you think are involved in the so-called "war on drugs?"

Shortly after 9-11, there was a great newspaper article that laid out what different organizations knew beforehand but never bothered to tell one another. In retrospect, there was a great deal known about many of the hijackers but in the classic case of the left hand not knowing what the right hand was doing, the info wasn't (or couldn't be, in some cases) shared with the people who needed to act on it.
