The "artefact" is one of the infamous "Ica Stones", which are simply hoaxes and fakes - they're not old, but recent. Here are real facts on them...

However... the ancients probably did have some sort of telescopes, as argued passionately by Robert Temple. Despite his overly credulous Sirian interpretation of the Dogon tribe in his "The Sirius Mystery", in his "The Crystal Sun" he gathers some pretty convincing evidence for ancient telescopes and magnifying lenses...
