Apparently he met at least some of the Iraqi Ruling Council (admittedly probably not entirely representative of the people at large).
I think the fact that he went there at all is completely stunning. And as Tom points out, his visit, short as it was, had a positive effect on the Iraqi population as well as on US troops. His presence there says loud and clear that Iraq is important to the US... important enough for the President to put himself in harm's way to make the point.
