So NASA's 9 wins, 5 losses regarding Mars? And is the $88 million dollar Nozomi mission really a loss?

So is NASA's Mars record 9 successes and 5 failures, then? Meanwhile, will Nozomi really be considered a failure given how there's been some scientific return AND the mission only cost $88 million dollars, according to Space.com? Admittedly I'm not sure how much scientific return Nozomi has produced. Nevertheless, there were those (especially at a justifiably nervous JPL) who tried to call the DOD's Clementine Lunar Mission a failure because it couldn't carry on beyond the Moon. There's a line-drawing issue and I wonder where Nozomi fits in according to reasonable yet fair criteria.
