This highlights the dangerous paranoia behind a policy of preemptive war. Requiring no evidence in the present is one way of lowering the bar; another is to go far out into the hazy future, in which anything is possible.
My God man, in 10 years Canada could have a nuclear weapon! And unlike Iraq it's a neighbor, with a 3,000 mile porous border! What's worse, unlike Iraq, it posseses a modern air force capable of delivering nuclear bombs anywhere in America in a couple of hours! Canada is far more an imminent threat than Iraq! Attack now!
The rest of your post seems to be based on the misconception that I was using 10 years as a criteria. Sorry about that.
