The main problem is the rise of another dangerous dictator. In this situation they could only control 1/3. The Shiites and Kurds were against the Baathists and wouldn't go along with them. Even if Saddam came back he couldn't control the whole country and the army would have to be directed by unanimous voting of all 3 states.
Not a great setup but the alternative will be whoever is available in June.
