The conflicting reports certainly lead to a lot of specualtion. Maybe Bush just doesn't want his press secretary stealing his thunder? Maybe he's pissed about the leaks? Maybe the recent radar survey indicating no water on the moon has changed his mind? Maybe he's waiting for the mars rovers to succeed? Maybe he's afraid to take a chance on space during an election year? Maybe he's trying to bring some surprise back to the announcement?
The reports that a return to the moon is in the cards are pretty convincing. I'm trying to remain an optimist about it.
