It may be minimal but it's still there : The Iraqi Governing Council announced today the formation of a war crimes tribunal to bring to trial former high-ranking officials of Mr. Hussein's government. In central Baghdad, thousands of Iraqis organized by the major political parties marched through the avenues to protest the actions of the guerrilla fighters. Apache helicopters flew overhead as policemen with AK-47's lined the streets.
