Of course space isn't owned by the US...
but NASA is. NASA's budget, priorities, and operations are American issues. Having others tell us how to spend our money just doesn't sit well with me.
Any other country is free to develop their own space capabilities as they see fit. International cooperation is all well and good, too.
Good luck with the Beagle landing, December 25th, right? Seriously, landing on Mars has proven very challenging. I hope Beagle lands successfully and returns good scientific data.
