Iran needs nuclear power like a fish needs a bicycle, and everyone knows it.
I don't know if there's a nuclear process that can't be diverted to make weapons material if one is determined enough. Some are easier than others.
If they really need the electricity that bad, why not subsidize some nice clean gas-fired plants in Iran in turn for them bulldozing their reactors? A bribe would be a lot cheaper than having to go in there.
And frankly, too many nuts have bombs as it is. We just can't let any more get them.
