The principle being it doesn't work
Not only "leftists" feel this way, any neoclassically (i.e., conservatively) trained economist knows voluntary programs are doomed to failure as the incentive to cheat is too great. It's market economics Tom. It simply won't work without enforcement. I think it's pretty clear that all of the proponents of this "voluntary program" know full well it will never work.
