Not enough customers
Maintaining and operating a big wind tunnel is expensive. There simply aren't enough customers to keep many of the tunnels operating at a cost people are willing to pay. There was an article in Aviation Week about this problem last year. Besides the general low levels of aerospace development, there's the growth in Computational Fluid Dynamics (CFD) that's reducing the demand for wind tunnels.
