The person who did turn in the ticket appears to have a valid claim on it. The receipt is the clincher, IMO. I agree that a number of past tickets with the same numbers on it would help validate either claim, but given the number of people who play the lottery, I would bet the odds are not bad that there are at least two people if not more playing the same "lucky numbers" in each round.
