Hell, without the Gulf War, they WOULD have nuclear weapons by now.

Without the FIRST Gulf war, yes, perhaps.

If he hadn't invaded Kuwait in 1990, he'd still be the ally of the west and he probably could have developed a nuclear capability, but then, Israel would have bombed it again.

What was found wasn't that different from what the UN inspectors have either found or guessed. No imminent threat to either its neighbours or the world.
But the conclusions were very different.
