either would be better than none!
And think of the technologies that could be developed to utilize lunar resources!
Many of those resources we probably don't even know exist...
For example how or even could a lunar colony create its own O2 and H20?
What about mininng, building, and manufacturing technologies...It could reshape our paradigms with regard to how things are done.
