If a Democrat didn't come up with the idea he won't support it...In fact he will probably actively work against it.
Face it: If scientists suddenly announced that a comet were due to impact the Earth shortly before Bush's term was up. Many of the Democrats would attempt to stop any funding requests related to our attempts to "save the world" because they couldn't handle giving Bush the credit as "The leader that saved the world", in fact, they could then blame Bush's "failure of leadership" for their own deaths.
