Actually I believe Bush Sr wanted to topple Saddam along with General Schwarzkopt but an agreement was made as part of the deal of coalition parties by Saudi Arabia and the Arab countries that no invasion of Iraq was to be part of freeing Kuwait and Bush Sr stood by his word.
Also there was an attempt to take out Saddam before the ceasefire by bombing a command bunker in Iraq. Probably the main reason Saddam tried to take out Bush Sr.
