As long as the contracts aren't being paid by US tax dollars, then fine. I personally have very strong objections to awarding US financed contracts to countries that stabbed us in the back.
Iraq's oil revenues are the property of the Iraqi people. They should be able to spend that money as they see fit, with the possible exception of building palaces for the new governing council. If they choose to give contracts to the countries that didn't help end Saddam's dictatorship (and in some cases, actively prolonged it), that's their business.
