Maybe the EU could contribute that part? How much would one weigh? Could it be launched and landed in sections and then assembled inside of a inflatable hanger on the surface? Or would it require a heavy-lift lander to bring it to the surface?
It probably will need a cherry-picker/robotic arm attachment for construction projects...A forklift on the front would be extreemely useful for lifting rocks, scientific modules, etc... The lift could be replaced with a blade attachment or even a trenching attachment to make it a workhorse for the lunar base. Maybe Fiat/Case New Holland could offer some of their tractor expertise to the design effort.
How much electrical power would it require? How long could it operate in a self-contained mode before returning to base camp? Would a tracked vehicle work better on the surface of the moon?
So many questions! So enjoyable to ponder the possibilities.

A moonbus would be an eventual part of the exploration effort I'm sure.
