5 years hiatus

From 2010 (end of Shuttle) to 2015 (first CEV flight).
Far fewer astronauts will be needed after 2010; unless the ISS is privatized and a private consortium takes it over (which I doubt).
During the hiatus, only Soyuzes will be used (perhaps even from Kourou).
I really wonder when the CEV will have its design and capabilities finalized.
