Pet projects that are probably in trouble

Programs that might be in trouble:

1) aeronautics (wind tunnels) [this could hurt the aviation industry]
2) earth science including atmospheric science [very political]
3) second generation recoverable launch vehicles [the future of space]
4) Space shuttle upgrade programs [probably needs to go]
5) Origins program including astobiology [a sacred cow to many]

I think(?) unmanned interplanetary exploration is safe. I'm worried about the programs connected to big space telescopes such as terrestrial planet finder and the nulling interferometers planned for the Libration points.

Is Kepler still funded?
