Well, there was nothing wrong with the instrument package, by all accounts, other than immobility (and the omission of seismometers, IMHO).
So there's no reason not to try again providing:-
1) There is a complete rework and proper test of the entire EDL system
2) EDL telemetry is mandated
Of course, if they had done item (2) the first time, they would be some ways to knowing how to redo (1) !
The video of the Spirit Mission Control room during EDL with the response to all the tones should be compulsory viewing for all future lander proposal teams.
