As far as I know, no one within NASA asked for Prometheus. One day it just popped up like a mushroom. Don't get me wrong, Prometheus is a good thing. We can't send people to Mars, build bases on the Moon or do unmanned exploration beyond Mars without nuclear energy (Mother nature requires this). It is a very good thing that the bad-old-days under Goldin where the N-word (Nuclear) was verbotten are gone. Before then, talking about the future of space was almost a farce because we knew there was this glass ceiling above us due to the nuclear issue.
