Although I don't expect the perceptual mentalities to get past the "no stockpiles" idea, it seems to me that the way Saddam and his weapons programs were organized, including programs designed to fool even Saddam, it would have been very difficult for even the most perceptive intelligence organizations to come to any other conclusion than Iraq was proceeding with its ambitions to develop WMD.
