R We flying a CYPHER UAV in Metro NYC AREA?

Swear to God, saw a mini drone type of circular craft fying slowly to the NE one day last week, and I put two and two together and ID'ed this craft as that CIRCULAR CYPHER UAV craft they use for surviellance.....What's the story, who woould fly such and thing in a congested urban airspace(JFK, EWR airports?) and what's the range/sensors that can be outfitted on this thing?
And is it legal?
