I certainly hope so. It should not be too difficult with the USA's current technical superiority. My plan is something like this:
We send a Nighthawk bomber (F-117) over Cuba when Castro is having one of his bashes on his yacht. It is easy to tell when he is there, since he is accompanied by thousands of bodyguards. If a one tonne bomb were to "accidently" hit Castro's yacht while he was on it, the chances of Castro surviving the hit would be rather small. The USA could then either
1. deny that it did anything of the sort.
2. admit that it did it, but claim it was an accident.
3. admit that it did it, and put other tyrants on notice. (my personal favorite)
