The young jihadis from Saudi Arabia, Egypt, Yemen, etc. will come to Iraq to kill Americans and Iraqi colaborators. If the system is structured correctly, these young jihadis need to be captured the day they get off the bus in Baghdad. These people would then be interogated using locally accepted methods. Important information derived from those interogations would be the locations of the madrassas where they were indoctrinated and the names of the mullahs who did the indoctrination. Then international agents would be sent back to those madrassas to deal appropriately with the mullahs running them. Other mullahs would be made to understand that if they became recruiters for bin Laden then within a year, they'd be within Allah's embrace and enjoying their 52 virgins.
