Tom is a nice areospace engineering type who wants to return to the Moon. He like many of the folks over at the RTM BBS believe their own hype.
They are trying to sell us the Moon and list things we have dispatched here (HZ) and anyone bright enough to think would at least question.
Some examples of silly hype:
--Moon Telescopes because it stable there. Invests in making better gyroscopes for space applications instead and send a few scopes to EML-1.
--Rescue because it's close. Well, unless you have several spacecraft waiting to liftoff all the time that is a fantasy. If the problem seems to effect everyone at the Moon then everyone returns till that problem is solved. You can't have your cake and eat it to...after all the Moon is closer...
--Teleoperation of robots from Earth...presumably doing ISRU...6 plus seconds is a painful time to wait for conformation that something worked...it is a dream not destine to become a reality.
--Asteroid detection from the Moon. I hope we killed it here and I need not bother hitting it anymore.
--Lunar gas station. Ditto.
--He3 and SPP on the Moon. To save humanity by fufilling the world's future power needs. Don't you need fusion reactors for He3? and anyone want to bet Microwave power beams from the Moon won't go over well...
Some of their arguments would apply long term if there is sufficient infrastructure to support them.

- Given TWO choices between a 'boondoggle' that returns humans to deep space 380,000 kilometers from Earth, or one that strands humans in LEO (380 miles up) for decades, I'll take the FIRST CHOICE. (n/t)
