RAT attack!

Check out the aftermath in this shot! What's with the dust going sideways? Martian wind, or does the whirring RAT act like a fan? The latter seems unlikely, since the scientists say this didn't happen in Earth testing. Is the wind that much stronger than gravity? Do the rovers even have wind measuring devices?
Does any of this dust end up on the solar panels?
