Depressing graphs on government spending

Bush doesn't come out looking too good, but neither does anyone else in Washington. Figure 7 seems to show how the Congress has outspent the President almost every year for the past ten years (including Clinton and a Republican congress!) I really wish the actual numbers and assumptions had been included. Does Homeland Security get lumped under Defense, or under Justice?
The author of the charts comments here. The Cato Institute is quite respected among libertarians (including myself), but diverts from conservatives and Republicans in a number of areas.
