Anyone who was around would have said it. Almost belongs in the "We hold these truths to be self-evident" category.
That statement is a bit like "The Sun rises in the East". Even GWB could have said it except that the language is reasonably sophisticated. If it were him, it's been written by someone else or strongly edited.
It's just a statement of fact. Although a cynic can make the case that policy wasn't discrimination but was actually part of the War on Poverty, an attempt to employ poor people. Problem with that is E-1s, 2s, & 3s were still really poor.
