Haiti is a sovereign nation, absolutely no threat to the U.S., why take any military action? They will settle their own problems one way or the other. After all, you've already established that whether or not a tyrant is in charge is absolutely irrelevant to these questions.

Besides, this is a great chance for France and the mighty U.N. to strut their stuff without the United States cramping their style.
