re: Production costs verses R&D costs
In the past NASA under estimated what things would cost in order to get approval. But after it was approved and reality set in, it became a big over-run. If they would sell it with realistic costing they wouldn't be accused of gross mismanagement. Of course the sticker shock may doom any manned space program at the outset.
