It is election year in the states.
We know where Bush stands on sending humans back to the moon...
Mars is getting more attractive as a further goal for astronauts too.
As for Kerry? If he gets elected...he'll surely want a space legacy,
like that of his hero JFK. So I don't see any problem with him supporting RTTM for astronauts.
