A little more info
From a February, 2003 story with the Palm Beach Post, Judge Robert Schwartz apparently suffered from mental illness in addition to his pain killer addition. Also, there was no evidence of doctor shopping or money laundering. Perhaps prosecutors factored in his mental illness and his involuntary dismissal from the bench in choosing whether to prosecute or not. Although, I'd be satisfied if Mr. Limbaugh were simply involuntarily retired as well. And, as we all know, Rush IS nuts. Perhaps Mr. Drudge is on to something here. :-)
