Their attack in Spain appears to have affected the outcome of the election.... If that is their strategy, and this is also an election year in USA, should we most certainly expect another attack on America?

If their statement of a 90% complete threat was correct, then perhaps there are multiples of 10 suicide bombers. They have 9 bombers ready and need one more. Or there are 20 bombers and they need 2 more.

Might I suggest staggered business hours for factories, to reduce the number of people on trains at a given time. Might I suggest advancing the trains ahead of schedule to get people off, then not allowing people on until after the scheduled departure, or making sure to minimize the number of people on trains at the top of the hour, etc. when a bomb might be timed to explode. Might I suggest only opening the doors on every 2nd train car, so adjacent cars cannot be bombed. Bomb sniffers at train stations, and at the doors of every train car, and train station.
