If you read the whole article, the implication is that the foreign Islamists are largely running the show. That they are numerically a smaller portion of the total Islamist force is kind of beside the point. If you get rid of the organizers, it's going to help a lot.
I'm frankly pleasantly surprised that the Baathists seem to have folded up. I kind of expected a "Saddam wannabe" to pop up and take over.
