Not sure why they keep "rediscovering" it, although like Rob, I suspect it has more to do with al-Zawahiri being in the news than any evil plans from the mastermind in the Oval Office (it's an even day, so today Bush is a genius).

Many such weapons involve tritium as part of their mechanism, which decays in a relatively short time (half life about 12 years), and I'm not sure old Soviet weapons--if any--would function as anything except small "dirty" bombs any more.
