i.e. where possible makes sense to make it locally.
"Benedict Arnold" (sheesh) CEO's set up offshore tax havens or outsource their services to forn parts.
i.e. taxes that should be sent here, and jobs that could be done here.

In any case, I think he's barking up the wrong tree as far as outsourcing goes. If it wasn't for foreign outsourcing here, there would be a whole lot more manufacturing unemployment.
